The federal title IV-E waiver program offers participating states an opportunity to convert federal board and care payments into interventions that improve safety, permanency, and well-being. A key to success in the waiver context is controlling the use of foster care by either safely preventing placement or reducing time in out of home care. Although there are a number of ways to measure waiver impact, care days are a particularly useful construct.
In this multi-part webinar, Fred Wulczyn, Director of the Center for State Child Welfare Data, will show how to connect care days to the investments states can make to meet the needs of children in new ways. In this first session the focus is on using survival analysis to find high leverage opportunities. In the follow-up session, we will focus on estimating the impact new interventions will have on care day use.
